Every player can open his own live channel, you only need to have a TV camera that can be bought from NPC Mite.
To watch a channel, just click in one TV and select the channel you want to watch.
Basic commands for the owner of the channel: !listtv and !kicktv player
Dialog to buy a camera: 'hi, tv camera, 1'.
